A reply from Chang_defending his action in general terms has been received through the Wai-wu Pu. I replied yesterday, pointing out that the Agreement of 1905 had conferred great advantages on the Chinese Government, and that the offer, in the present instance, of terms which did not provide a guarantee that the loan funds would he expended properly could not be regarded as a satisfactory quid pro quo.

I sent the Wai-wn Pu the auditor's report on the Tien-tsin-Pukow line, which shows that the terms granted for that railway had resulted in grave irregularities being committed.
